Is there any way to Tint a special effect that was created through a trigger?

Sorry,

You can't, actually you can't do nearly anything with special effects except create and Destroy

If you need to tint it, create a unit with it's model, give him 'aloc' and some more stuff, and use it instead. You might get problems if you need to attach it.

In that case, you will then need to mdl edit the spell effect, tinting it there.

Another possibility is if you can get a model with just an attachment point (preferably origin) you can attach the special effect to the unit, then apply tinting to that unit. I have not testing this because i don't have a model with just an attachment point, but in theory it will work.
