Gold mine to Town Hall radius... make smaller?

hey, im trying to make it so i can have a town hall place come closer to a gold mine in a closer radius.. like ya know how u cant have a town hall so close to a gold mine? where can i edit that? ive already looked in abilities for "Gold mine ability" and "Return Gold and Lumber" but.... im lost! help plz
