So hehe what is Polar offset???

Watching some post, there people who use "Polar offset " Can somebody explain wtfh is Polar offset and what are they aplications ( errr in mapeditor I mean) ???

I do not feel like stated my opinions about "hehe" in a title.

It is a point where you define a starting location, and angle, and a distance to find another point. For example, center of the map offset by 10 towards 0 degrees would be thesame as (10, 0)
