Vexorians Hero Selection

Transcendence	I downloaded Lord Vexorians hero selection system under downloads. However, I don't know how to use it... Whenever I try to open the file it says windows cannot open file. Any suggestions?

Transcendence	Someone told me to download UMSWE. So I did, but I don't know what to do from there.
