There anything special to getting sounds to play?

I set the lightningbolt.wav as a usable sound and then tried to play it via trigger, i know the trigger works, but the sound does not play.

If it is a sound it is directed to a location, so you need to set the location of the sound to where the camera currently is.

Have you tried openning up sound editor, finding the file in sounds, putting it in then using the trigger 'sound-play sound sumthin'

You kind of have to to make it selectable in your triggers.

The volume is at 100%.

Ohhh. now I understand what you mean. Just for a test, try using it as music and tell me if it works.

Indeed.

Something should smite Link.

My guess is that although it was all at 100%, the volume for the 3D sound was not high enough [I could've sworen I had heard a very faint lightning sound when I tried this awhile ago...]
