Making Inner Fire castable via an Item?

I know i could do this with a trigger NP NP, but I don't want to have to.

Does anyone know how I can make Inner Fire spell castable after I put it onto an item?

Note, I've tried removing the Turnon/turn off order strings and the behavior is the same... I click the item and you can see it pressing but nothing happens. Right clicking the item does nthing but give the sound like the spell is on autocast, but in combat it never casts anyway. Any ideas?
