Well Im making a really good rpg map,but I tell you more about that later. My question is, ok when I use cusotm cliffs liek using icecrown cliff in lordaeron summer map tehy look g*y unless I use WEU patch. But Im afraid other players on battle.net wouldnt use the WEU patch and see it g*y :( is there any way to let the cliffs work right without using WEU patch?

I'm afraid but the answer is no.
However I've left a wish in the 1.15 wishlist that CliffTypes.slk will be loaded at map initialization.

Maybe if blizzard reads this they might do this, but the chance is ~0.

I'll give just a suggestion you could try: If you only use 2 kinds of cliff, like Lordaeron summuer dirt cliff and Icecrown cliff, extract all the models and blp of Icecrown cliff, rename them so they use the same path and filename as the lordaeron summer grass cliff and add these files to your map.
If you get what I'm suggesting (replacing in your map grass models with icecrown), it could work... but your map file would be bigger too. It's up to you.
