Making sound effects

I'm trying to duplicate a sound from Final Fantasy Tactics (attached below) that has a "build up"-like effect. While I have some experience with sounds based on real life counterparts, I don't have any clue where to start with something like this. I gather that there's a single rythm that is sped up and up-pitched over the 4 second duration, but that's about all I know. Does anyone have any experience making "video game" sounds, or have any pointers?

It sounds interesting textwise. I seem to not be able to open the wav though. Missing codec? What did you use to compile this?

I have experience in sound effects, but I'll have to hear the thing first. :)
