registered heros?

ok guys, am I missing something really basic? I've made my own selection of custom heros, but I can't get them to register as heros . . . they interact as such, but I can make as many of them at any time I want . . . .is it a trigger issue?

You need to add them to the list of heros in the Gameplay Constants, and you need to give them Tier requirements like the normal heros have.
