Partical Emitters or Model?

ok, i just want to know when if the handgunner or steam tank or anything like that's mussel flash is a partical emitter or some odd modeling thing.

both are used

hmmm im pretty sure mussle flashes in most games is just a plane skinned and then flashed for a few seconds because it tricks the eye.

But thats just most games.
