That lower jaw looks a bit too thick...

And Naga are more reptilian than fishlike... That looks kinda like a fish head.

And what's with the little beard thing?

Great coloring painting! Although the Naga ressemblance is not really there. Check out the royal guard to see what male naga look like. They don't have beard.
His eyes should be bigger to make him look more humanoid than fish. Your artwork seem bit blurry. A thin outline or something could help... I think.
His facial traits are not really detailed its all smooth... too much like a fish than like a naga. And maybe you can add some skin scale detail.
