need help with spells

I created two spells, Shield Bash and Victory, that were both based off of Storm Bolt and casting them is buggy. When you try to cast the Victory spell, it casts the Shield Bash spell instead. If the Shield Bash spell is cooling down then the Victory spell works fine. Is there something I can edit in the spells or do I have to base one of the spells off of something else?

You cant have 2 spells based off of the same ability on the same unit. It causes both to be cast simultaneously.

Base one of your spells on a different ability.
