You can also use 3ds 4.x or Milkshape (although exporting from Milkshape can be tricky). 3ds max costs sever thousand dollars and Milkshape $25. You can also use a free version of 3ds max, called Gmax. It requires a script called Dex to export, which you should be able to find by searchig for forum.

A third option is easier but significantly more limited: You can just edit existing models using other smaller but free programs. You can reskin, add particle effects, reanimate, add different weapons, replace heads, etc. If you don't have any modeling experience, then that might get you the best results.

Because they can? That's pretty typically priced for a professional modeling program.

Could you explain why it is the best? I hear that version 6 isn't compatable with the Art tools, a plugin from blizz.

I have seen someone from these forums who uses 3dsMax 6. Why would he/she use it if its worthless?

It isn't worthless, but it isn't compatable with the art tools. There are other, less versatile tools you can use (namely dex for 3ds max 6).
