Can I give an unit permanent barrage?

I add Barrage in the Abilities - Normal field, but it isn't being used. I verified the base unit does have an attack that hits Air, and Barrage does too, but it doesn't even shoot anything, the unit just sits there and looks at the enemy and does nothing. -Me

Ummm... eehhh... I wasn't shooting at an Air unit. :p
