Custom Command Bar

Sorry if this topic is in the wrong place, I'm somewhat new to this site and map making.

Anyway, I noticed in this one map called like Frozen Island or something, the command bar at the bottom was icy-looking. How can I change the command bar like that guy did?

You can change the interface graphics by setting the paths in the Advanced>Gameplay Interface menu. I'm not sure about the format of the pictures so you'll probably have to find the existing graphics used, extract them and modify them.
