A few questions...

I've recently started mapping and I've got a few questions as of now...

1. How do I view/create .blp files to use in skill icons?
2. Is there anyway to add your own custom button list in the command card (where the Attack, Hold Position, Hero Skill Buttons are)? What I intend to do is to add a button to the default command card button list, which opens up a custom list of skills/spells (just like what the Build button does, just that this button brings up a list of skills/spells the hero/unit can use). Is this possible?

Yup!
1. Get a Paint program, preferably Photoshop CS, or paint shop pro, you can get 30 day trival versions for photoshop at adobe.com. Also get Wc3 Image Extractor 2 which is in the DL section under tools i believe. Then Open up WC3IE2 and save anything, icons, skins, to a TGA in a folder. Then open up photoshop, and edit away, once done, save as TGA, open up WC3IE2 and save it as a blp in your warcraft folder. There are many tutorials on this, take a look in the tutorial section.

2.What your talking about is custom abilitys and spells. You can do this with, The Frozen Throne Object editor really easy in world edit, its much more difficult with Reign of Chaos.

2. By modifying the "Spellbook" ability you can make your own menus of abilities.
