For my next map I want to make the entire ground a 640x480 gif that I've made. Is there anyway to do this? I'm not even sure it's possible with tilset editing. Maybe an ultra-flat custom doodad you can walk on?

Well I don't know much about the BLP file. But there are bmp->converters to BLPs are textures so you can give your ground a coolish texture.

I really don't think it'll be possible with tileset because tileset textures have a special format (size, organisation,...).
With a big doodad... hmm! Well, you'll need to a thing like a bridge. But you'll need to make it really big! And I think it's gonna slow the display... It's an idea though but you'll have to design the model. I think it'll be a lot of work for...well, it depends what you wanna do!
If I add to do such a thing, I would use tileset editing. But believe me, I think it would be a lot of work!
I would just use 16 different tileset allowed on a map (you'll need my upcoming beta 4 to do so 'cause the WE is limited to 12). I would cut the image in parts and try to use the tilesets details.
It's hard to explain everything, but I think it's too much work and you need to know exactly what you're doing.
Well, good luck, there might be other solutions to your problem.
