Is there a way to make a unit take damage over time like the Pheonix does? I'm trying to make this unit take damage over time if there is not a proper source of healing around.

Change the Hit Point Regeneration Rate to a negative value in the object editor.

I've tried that. The value doesn't go below zero.

Shift-Double-click on it, then it'll let you set a negative value.

(Holding Shift while opening fields allows you to enter any value, it can be really useful).

thats the less-simpler way; giving negative hp regen is much easier.

If you didn't know, you can go into the properties of the World Editor and permanently allow you to use negative variables... So you don't have to hold shift.

Even simpler way, bwhaha.

That's true, but there are still many, many values in the WE that have limits other than not going negative. For example, sight radius is maxed at 1800, and the Eat Tree ability is maxed at giving 300 life. Both of these are very useful to be able to overwrite with shift-click.

or you could give the unit permanent immolation with target "Self" o_O
