Why won't my imported Fade Filters Show Up?

I've made the filter the way your suppost to, it is a 512x512 .blp file saved at 32 bits.
but when I apply it in my map nothing happens, as if it wasn't even there. I'm using it as imported, not as replacing one of the other filters, does that matter?

Well, I had the same problem, but now it works. Look at this:
If you safe a picture in 32-Bit-Format a 4th channel to the Red, Green and Blue channel will be added: a mask to define transparency.
Use for example Photoshop to make sure that this mask does not cover the whole picture. Because if that is the case, the picture is completely invisible because it is 100% transparent.
That is the Problem I had. Edit it so that the mask only covers these areas you want.

Then import it in the World Editor use the action "apply filter", select your imported filter and the color 100%, 100%, 100%; otherwise it may be completely black.

I hope I could help you,

Heh, i had the same problem, i just used an "Advanced Fade Filter" and it worked, hahaha.

By the way it was random dimensions. No preset pixels at all, still worked :)
