Don't post multiples of the same thread in different forums. Use Adobe Photoshop, 3D Studio Max, and Warcraft 3 Art Tools. BTW, don't pay for them. That is all. Do this again and I'll give you a negative rep, but I warn first :)

OOOHH NOOOO NEGATIVE REP!!!! OH PLEASE HAVE MERCY ON ME!!!

Anyways, there's a couple things that you could use to skin, even paint. Paint Shop Pro and Adobe Photoshop are the most commonly used. If you are looking for a free painting program thats better than most of the others, you can use www.gimp.org . It might take a little while to get used to gimp, but if you don't want to spend money, or download anything illegal, that's the one I would go for.

For Modeling, the easiest to use for Warcraft III is 3ds Max. Very Expensive program, so that one would most likely be illegal if you wanted to use it. There are other ones, like Wings3d, which is pretty advanced for a free program, and Milkshape. I'm not sure about the price of Milkshape.

There are trial versions of most of these programs, including Photoshop and 3ds Max. There is also a Personal Learning Version of Maya, which is the full version of Maya, just you can't use the models commercially. Any of the modeling programs besides Max and Milkshape will have to go through conversions to get the models in-game, but there are a lot of choices

edit: By the way, that panda looks like its eating a tampon
