Creating Icons using WEU

How do you create an icon with the WEU? When I click that and open the file, it's a white uneditable square. How do I edit it??

Use Photoshop or Paint Shop to edit them, they both cost money but you can test them a month for free! Just search for them @ Google!

Yes, the actual Icon must be made in a different program. WEU just does things like adding a border or darkening them to use as the disabled version of the icon.
