Spell Help

I am making a spell which increases your damage ( not the problem)
but i also need it to increase attack rate like this:
level 1: 10%
level 2: 13%
level 3: 16%
level 4: 19%
etc.
any help please:o

I'm not really sure if there is another way but how bout when you learn the augIUG@IHG$K@H! nvm... i dunno isit a Passive or Active ability?

you can add an item ability to the hero because they do stuff, but they dont show up in the units UI
