How can i made a disabled ver of a custom icon?

I seen in a nother topic people talking about changing icons in ot the disabled, passive and adding boarders using the "war 3 utility". Iv looked on wc3sear.ch but cant find this program. Where might it be located?

ok, Im using a custom "Attack" icon how to I set the custom disabled attack icon with it?

i wouldt know. search for some tutorials.
