Question... Is it possible to turn an item property into a spell?
Like I want to have a spell that speeds you up for a while when you use it... So.. Basically I want the spell to have an effect of drinking a speed potion. Can this be done?

hmmm your spell sounds like windwalk, without the invisibility part.
Anyway, using an item spell as "normal" is possible

Its kinda easy,

just use the code from the Speed potion,
but change it to a spell, (do make a new one) If ya really want a example look at the SLK from Rok, is uses a healing potion, to make hero skill.
