"Lag time" on scrolling

If any of you have played "land of legends 2" you might have noticed that whenver you scroll instead of stopping immediately after stopping the scrolling, it slows down, losing velocity until it completely stops (sort of a "wind-down" effect whenever you stop scrolling). it makes an interesting effect, so im curious on how to do this (couldn't get in touch with zeerox) if any of you know.

Also in that map all of the icons are gilded, and im assuming this is just various photoshoped icons.... but if anybody has seen that particular icon set in wc3search or otherwise I could really use it... anyway just a thought.

Also sorry if im being vague but it is pretty hard to explain how it happens... and as for the icons you can't relaly answer that unless you have played the map so don't worry about it.

i think i know what you're talking about... it's like a smooth scrolling and it looks like it's slipping or swaying a little bit.... i want to know how to do that as well....

This i think is exactly what he means...

Its like in LoL and Notd were instead of were it instantly stops the camera just kinda slows down more and more and so if you were to go fast and then stop scrolling ur mouse.... it would kinda drift for a while then come to a stop
