You want to make a new one, or use one of Blizzard's?

Making a new one is a complicated and lengthy modelling process. If that's what you want, I'll move you to modelling.

If you're just trying to figure out how to change which campaign screen you use, look in the Campaign Editor. It should be fairly evident, although I don't have WE available to direct you specifically right now.

back on topic, you have to create a model for that, fully texture it and animate it
its like skinning an interface in a map
of course, you have to create a campaign to use it so you can import it, etc.
