Quest Problem

I give a little example here now

There is a Villager, He has a exclamation mark on his head, but there is another Villager he has an exclamation mark too, but if i go to the FIRST Villager then the exclamation mark from the Village Nr.2 goes away ?!?!

Can someone explain me how to make Quests with exclamation mark over the Head ?
