Cool map idea

I was just thinking of Godfather when I thought, Hey wouldn't it be cool if there was wc3 map where you can do organised crime stuff. Maybe there'd be a computer force(the police) that would patrol the map and if they caught you doing illegal stuff like smuggling alcohol or illegal gambling you'd be brought up into court, and unless you've bribed the courts you'd be frozen for a bit. Add to that, that there are other families competing against you and you could have tense fights over territory! Could be cool no?

It's called Grand Theft Auto, man

I have no clue how such a map would work, let alone make it a fun map to play.
