How Am I supposed to make a mod, with no wc modding skill at all? and Because I don't have tft, I can't put skins/models in my maps.

by requesting the item(s), not holding a contest. theres a difference....

you can still put them into your maps, you just have to do it the old school way. mpq'ing... yummy.

why dont you start the project in the team gathering forum, there you can post your project and hope that people will join. but you have to do something yourself to, not like
''hey i got a team, why dont i lay back and let them do the work and afterwards i get the credit''
you can easily get skills, tutorials are for that. like i got here and knew immediatly how to skin.
read and practice is the key to succes!

i dont know if i have to laugh or cry, i mean. 15 is nothing, ask your parents, im sure you have more then 15 on the bank, work or something.
