Frozen Orb doesn't always hit.

Not much else to it, when a guy is hit by one of the shards, he doesn't always get effected by it.

This usually occurs when the guy is hit while moving away from the shard as it comes.

Probably it didn't get hit by the shard, it just exploded because of the time, also if he runned away, then he avoided it?
