The World Editor No Limits Patch makes it so that you can plan an unlimited number of doodads, or destructibles in the World Editor without fear of the limits that are so small. When you say it does nothing, it could just be that it has done it's temporary patch so that you can add unlimited doodads and has not informed you in it's window. Altho I am pretty sure it still works with or without a notifiction. Try running it and placing as many doodads, destructibles as you can and I suggest doing this on a 256x256 map so if it didn't work, you will start getting errors about too many doodads or destructibles.
