How do i get the cliff level above 2 without it creating another layer?

you cant.

unless u wanna use the "raise terrain" and not "raise cliff" tool, but thats not understood as cliff level.

No way to tweak the world editor?

Never heard of it. No way, no can do.


However, if you have this... argh, thingy, so that you can raise terrain to some 85 degree slopes, you can get rather similar effects, I guess, although perhaps not as good looking.

you could use the elavator model, and stack it up, it has the same skin as the cliffs
