What are Animated Textures?

i,ve been hearing about this, but not sure if this goes for skinning or modelling,
but anyway, what is a animated texture? how do i make one?

i think they are, but how do they work, how do u make them?

Its easier to rip the textures and animation script from a premade unit/doodad.
