Could someone tell me step-by-step how to get to the Advanced-Gameplay Constants?

Could someone tell me step-by-step how to get to the Advanced-Gameplay Constants? I can't find it anywhere and the Advanced option in the Tools menu is only for editing terrain. Please help.

As far as I know, Gameplay Constants are only Frozen Throne.
Nut, im sure uv got that.
Click on advanced in the main window, and Gameplay Constants is located in the bottom section on the drop down menu
