fade filter problem

I want to give the whole screen a transparent blue effect, so that it seems like you're underwater.

Right now im trying to apply a normal filter with color set 0.00 0.00 100.00% colors and 20% transparency over 999999999 seconds. It works fine and looks good, problem is, all tool tips and healthbars (the things that pop up when u push alt) just do NOT show up at all.

why is this?

Yes, i had that problem myself when trying to implement night vision. I think you're better of using fog for that. It won't block tooltips, and with exponential 1 or 2 it seems to produce a similar effect.

But it gets me so mad because I know it's possible, I mean, I've seen it done before.

Are you sure you're actually seeing a fade filter? I've been fooled before, in a map that used night vision th15 made. It looked like a fade filter, but after investigating it, i don't think it was.

It was done in a map called, Water Wars-Submerged Version. I know what you mean. I know it is possible. Has anyone ever seen it when the red "blood" comes from the sides of the screen? If it is possible, change that color to blue, and make it stay forever.

I've played WaterWars and that's the exact effect I want, does anyone know how it is done without blocking tooltips etc.? Maybe its not a fadefilter, but maybe it is.
