How do I make a pop up menu?

Like the menus in some Loap versions for the bank or at the beginning of SWAT: Aftermath.

Anyone know whjat trigger this is if it is even a trigger?

I assume that you mean dialogue boxes. There's a section in the World Editor GUI devoted to them and I believe I saw a tutorial somewhere that should teach you what you need to know. I'm not sure where it is, probably in the old tutorials section.
