How can i make my heroes max lvl to 13 ???

Go to Advanced->Gameplay Constants.

Check "Use Custom Gameplay Constants".

Scroll down to "Hero Maximum Level" and set the value to what you want.

there is a TFT WE top 10 asked questions thread somewhere (triggring forum i think) with the answer to this, and other questions. Please look for sticky threads like this before postign a question you think will be an easy answer. (99% of Custom maps have level 10+ heros, so one would asume the way to do it is easy)
