Disabling Triggers: Where do I find the Disable all triggers for [PLAYER] action?

Negative Food Cap:
Ok, the map I'm working on, Skirmish(Footies Type). The amount of units you can build depends on your food cap, and the triggers for that are:

Food Increase
Event
A unit Enters [REGION]

Conditions
Entering Unit is owned by [PLAYER] of type Villager

Actions
Unit- Remove Entering Unit from Game
Add 1 to Owner of Entering Unit's Food Cap

Food Subtract
Event
A Unit Dies

Conditions
Unit is Motar Team =False
Unit is Hero =False
Unit is Big Hairy Gnoll = False
Unit is Peon Type Unit = False

Actions
Add -1 to Owner of Dying Unit's Food Cap

And then there is one for the Motars cause they count as two.

Each game a random player goes into Negative Food Cap and has a really high number, 40000 something, And I can't figure out why it keeps doing this.

Any help? Also with the first question please?

there is not one action to disable all triggers for 1 player.

as for negative food: its blizzard math. in WoW, a negative value becomes a massive valve. (eg: negative attack power becomes massive attack power)
