I read somewhere that you can edit MPQ to make a mod. If so, how can I do that and where should i go for basic MPQ editing?

You'll first need an mpq editor like WinMPQ or Ladik's, you can download them in the dl section.
Then you can mess with the mpq files.

Tim.
Depends on the file.

.BLP = Skins and Textures; Editable with Photoshop and other Image Editors after conversion
.MDX = Models; Editable and Createable with 3dsMax, Milkshape, and Oinker's Tools.
.SLK = Datasheets; Editable with Notepade or Excel
.TXT = Datasheets; Editable with Notepad

There are many other types of files. You need to be more specific when you ask for assistance.

Holy thanks tim! I never knew all those were included! What file types do you need to edit in the process of creating a total converting mod?

Download Wc3Viewer from Wc3Search. That can convert .blp and ( models ? )

It entirely depends on what you want to do with your mod. Why are you trying to make a total conversion? What is your objective?

So far, it sounds like you haven't thought it through very much yet. Perhaps you also haven't considered how much work a TC is, especially considering almost no one will go to the effort of altering their Warcraft 3 to play it.

Bingo. A TC can be a huge waste of time unless your doing somthing extremely popular; IE: Project Revolution (Starcraft)

So you just want to know? I bet you ask girls how to put a tampon in just too know. No you don't (I hope for all girls on this planet) so instead of wasting your time on learing about a TC just learn sumthing else like skinning or modeling...
