Item Problem, Reply asap please!

Hi, I have an item problem:( . The thing is that when I try to put some abilitiesinto my items they don't work properly. Like when i try to put staff of teleportation with boots it doesn't work... It only gives me the move speed bonus and it doesn't let me teleport. Also when i try to put Purge with critical Strike the critical strike doesn't work. Lastly When i try to put blink as an item and add a damage bonus It doesn't work ether. Can anyone help me please?

I believe there's a field like "usable" (but I don't recall the exact title) that you have to set to true.
