My Custom .MP3 Imported for my Cinemetic of my Map sounds goofy!

Well.. I need serious help..

I used a .MP3 to .WAV Converter to take out some of the Bit Rate to decrease the File Size so my Map would not be so big. The program I used was specifically called, "Ease MP3 WAV Converter". I was also useing the program to change the .MP3 I wanted to use to a .WAV to edit the Sound in the 'Recorder' for the Default Windows XP Tool to create an Echo in the Sound File. Then I transfered the .WAV back to a .MP3 and when I was listening to the Sound File afterwards, which the Sound File has music in the background with someone talking, and when I was listening to the Sound File like I said, the music in the background will decrease the Volume Level while the Voice is speaking, and then when the Voice is done speaking at a Point in the Sound File, the music will decrease back up again, and so that makes the music in the background sound goofy. The original Sound File which before I converted to a .WAV and edited stuff in the Sound File, the voice and music would play at the same level. I think which the music increases and decreases at when the Voice is speaking is caused by because I changed the Bit Rate. I would like some help to make the voice and music in the Sound File stay at the same level at all times.

I have uploaded the original sound file and the goofy sound file which after converting and editing. You may download each file for more details and to see more specifically is wrong with the sound.

All I am trying to do is make the volume level equal to the voice and the music but with lowered Bit Rate. Please compare the 2 Sound Files and see if you can help me out.
