terraining problem

I have been trying to figure out how to make a waterfall like in this picture.
So far no luck.

This picture was taken in WoWmapview so the waterfall didn't show up,
therefore i circled it in yellow.

When you deselect enforce water height (its under advanced ithink) you can make water on each level you like (using raise tool, then placing the water and using same height cliff tool to remove the cliffs again) then you have water at height. I think that's your problem?

So I can do this without using cliffs?

BTW, my map can't have any cliffs, except those made with the raise tool.

Edit:I can't seem to use the raise tool then add water

Do you have a custom miscdata.txt? that way you can make huge cliffs with the raise tool.
Anyway, in steps:
deselect "enforce water height" under advanced
raise ground to the desired height
place water
use same level tool to remove the blizzard cliffs
lower the ground on the placed water a bit so the water will appear.
