Make an extra layer above the icon layer, then paint the whole picture in the new layer black, Then you just play some with the opacity in the new layer.

Tim.
Or just do what I do and use the Icon photoshop file. It's uploaded at Wc3s, just use it and turn on the Disbtn layer with your actual image below it.

Ok thx guys I understand it now, just layer and paint black with 50% opacity (spelling?).

Is there an easy way to do black borders around the image, getting rid of the grey borders? Without having to manually draw each border.
Using photoshop.

Yes. Use the pre-made icon border photoshop file that Tim. mentioned. I use it too.

We should upload it to Wc3c, I'll contact the creator (or try to anyway)

Ok in description it says open the example and your own icon.
Then you somehow drag the layer with borders over onto your own one.

Ive been unable to do this without dragging the original image of the example over.

thx for replies

Uploaded it to Wc3campaigns now: http://wc3campaigns.net/showthread.php?t=81481

Photoshop uses a layer system. Open your icon (No borders at all) and hit Control+A (This highlights everything). Goto Edit->Copy (control+c). Now open the Border pack and select the icon of the red arrow thing, hit PASTE (controll+v). Erase the red arrow layer. Now all you have to do is click the little eye icon on the right of each layer to toggle them on/off.
