Raising Max Creep Level

So in my map I've raised the max level for Heroes to level 300 but this seems meaningless because Creeps seem to be set in stone at level 100 max. Is there a way to change the maximum level for creeps?

Apart fomr the creep level in gameplay constants (which you seem to have found :)) I can only suggest modifying the "hero XP bonus" set of constants. Setting the gain to be higher later on seems effective. Other than that you can try making triggers that get the level of the hero and creep and then add/remove experience accordingly.

Just out of curiosity, why level cap of 300? I mean, if anyone plays map long enough to reach even level 50 that's pretty damn good work from the creator.

The experience rate can be changed with triggers for each player's

Ah, well I'm working on a massive RPG (Semi-Open while retaining a plot) that hopefully spans over several maps. Hopefully I can keep the "RP" aspect in the RPG so that roleplayers will be attracted to it and make it challenging enough that players will enjoy it and play it for quite some time. Humorously enough this RPG will just be practice until I get a good grip on the World Editor's power, then I'll start pumping out new RPGs.
