Can't submit a model?

Im trying to submit a 3rd model to go with my Holy Phoenix theme but it won't let me. I tried 3 times and im tired of it. Someone help me plz and if this is in the wrong section plz move it.

you must submit resources to "SUBMIT A RESOURCE" section, since it will need to be approved first.

for some reason, it says not authorized!!! WTF?
