i suppose you should reskin existing terrain tiles. I really wouldnt know how to add extra ones, but to reskin existing terrain you just simply need to import a blp file and match the path to an existing one.

example:

attatched here i have the Ashen_Grass.blp, wich is grass from the ashenvale tileset. Edit it, and import it giving it the custom filepath TerrainArt/Ashenvale/Ashen_Grass.blp

download wc3vieuwer to vieuw and export existing terrain tiles from the MPQ to edit. All terrain tiles are under the terrainart folder, i think.

EDIT: note that this here attatched is a jpg file, so it has no information on the alpha layers, wich are quite important for the diffuse tiles. (wich are the tiles that border one terrain from the other)
