How hard would it be to design a tool that creates a mini-map for a portion of the map? Currently, if you change the camera bounds, it keeps the same mini-map. Could someone design a tool to fix this or tell me how? I would like the mini-map to be able to change with the game i pick.

You cannot dynamically change the minimap in-game.

try using minimap icons, if you can enlarge a minimap icon enough so it fills the whole map, you can change the texture, then you can apply that icon using the "Natural building" functions, i belive i tested applying an icon to a unit localy and it server split.. i belive with some testing you might be able to change it to any skin in the map without the server split..

By any chance, does that ruin the interface, or other icons?

It doesnt affect the interface as far as i know, and icons.. its hard to say, gotta know how does warcraft determinate which icon is shown in front..

Probably most recently placed is on top.

Icons are placed on top of everything, all the time. Minimap is above the UI images, but below the buttons.

I do not think modifying those Minimap images can go beyond the edges of the minimap.

But will it cover up the stuff we want to see on the mini-map, like other shop icons and dots where the units are?
