Is it possible to change the effect of upgrades?

I was looking at the armor upgrades for each race and noticed no way of changing how much additional armor each upgrade gives you. Can this be done?

Use the Apply Defense Upgrade bonus.

But you also need to change the upgrade bonus of every unit you wanted to use that upgrade in Object Editor.
