I know there is that Border Set for the In Game icons...but how do you even change them?
I just want to add/remove some borders for some icons...

The best way to edit icons is to download Wc3IconLayer (a Photoshop file) which has some layers to help you making your own icons (passive, autocast etc...). Then you must import them in your map with Import Manager and use them in the Object Editor.

P.S: icons DO NOT HAVE borders sets; simply every "version" of every icon has a file (one for active, one passive version, one for disable too).

Icon Border Pack
you export the icon, edit it using the border pack, import the new icon.

How do you even export an icon?...

Use an image extractor (mpq), then select the mpq file of WC3 and select the picture.
I personally prefer Wc 3 Image Extractor II.

Use an MPQ Editor or a tool like Wc3Viewer or Magos' Model Editor. Check our tools section and the Warcraft Editing Tools forum for a tool like that.

EDIT: Fireeye was faster than me.

i prefer wc3vieuwer becouse that will actually let you vieuw what you export, and blizzards file names are not always as logical as you'd hope. (spellthief, iron raven (or maiden?))..
