question on the rules

Does this include console games? like images or music?

For example:
Icons for all items and music in The Legend of Zelda A Link to the Past for the Super Nintendo System


I'm thinking of making a campaign for Zelda A Link to the Past and use the icons and music in it.

Presumably because this site does not condone illegal activies, which includes the stealing of copyrighted intellectual property.

Yes, but by keeping quiet about it, and not posting it on the website, the companies that own those programs do not get their lawyers to 'contact' WC3C concerning illegal material.

So then why can't we just post maps with images or music from the console game and just not post the actually images and music on the site.
But instead post maps containing the images and music.

I highly doubt super nintendo is going to sue you over using some icons. And a lot of the tools on wc3c break the WE EULA like 1000 times over. It does look pretty bad going around suing modding communities :P
